Judge Barry Collins

I am an Administrative Law Judge for the State of California. I am in court everyday presiding over trials and conferences and making decisions on very complex issues. Prior to being appointed to the bench, I was a litigation attorney for 14 years working on both the plaintiff side and the defense side. I have lived in Orange County for 27 years. I graduated from UC Irvine with a Specialization in Criminal Justice. I graduated from McGeorge School of Law at the University of the Pacific. I am a Certified Specialist by the State Bar of California.


I have been married to my beautiful wife Jorden for almost 11 years and we have 2 wonderful children. I write a weekly column for our local newspaper and I serve as a Little League Umpire. I serve on the Justice Task Force at Saddleback church. I also co-authored a children’s book on biblical justice that is being used in churches in Africa. I am running for Superior Court Judge because I believe in our justice system and I believe that I can help to make it even better. My experience working on both sides of the bar and my years as a judge make me uniquely qualified to serve as a Superior Court Judge.

Matthew Luke v. Tampa Bay Devil Rays,

California State Court of Appeal, writ denied, Case # G039536

This case involved a professional baseball player injured in the course of his employment with several Major League Baseball teams. The case involved very complex jurisdiction and apportionment issues. Judge Collins’ decision and opinion after trial was adopted and incorporated as its own by the Workers Compensations Appeals Board on appeal and then his decision and opinion were upheld by the State Court of Appeal.


Guy Warner v. HertzCorp. ,

California Supreme Court, Case Number S158241, writ denied. California State Court of Appeal, Case # G038989.

This case involved a man who was 100% disabled due to a chronic condition that required him to undergo over twenty surgeries. There were critical issues relating to the new apportionment laws of California. Judge Collins’ opinion was adopted and incorporated as its own by the Workers’ Compensation Appeals Board on appeal and then his decision and opinion were upheld by both the State Court of Appeal and the California Supreme Court.


Dirk Minnifield v. Boston Celtics, et al.

8 WCAB Rptr. 10,214. writ denied. Case # A113390 This case involved injury to a professional basketball player sustained during the course of his employment in the NBA. There were significant complex issues regarding the Statute of Limitations and estoppel. Judge Collins’ opinion was again adopted and incorporated as its own by the Workers’ Compensation Appeals Board and his decision was upheld by the State Court of Appeal.


Ennis Whatley v. Portland Trailblazers, 9 WCAB Rptr. 10,046, 72 CCC 154, writ denied. Case # A114209 This case involved injury to a professional basketball player sustained during the course of his employment in the NBA. There were very complex issues regarding the Court’s Jurisdiction over several professional teams. Judge Collins’ opinion was again adopted and incorporated as its own by the Workers’ Compensation Appeals Board and his decision was upheld by the State Court of Appeal.
